NIGERIAN GUILD OF EDITORS
CONSTITUTION

NAME

The organization shall be known as the NIGERIAN GUILD OF EDITORS, hereinafter referred to as the Guild

AIMS AND OBJECTIVES

The aims and objectives of the Guild are:

  • To preserve the high traditions and standards of journalism in Nigeria by enforcing, in cooperation with other journalistic bodies, in code of ethics for the profession
  • To safeguard the rights of the press, in general, and in particular, the freedom of publication of news and comment.
  • To secure facilities and privileges for the press in the due discharge of its responsibilities.
  • To represent Nigerian Editors as a group in their relations with the public, public institutions and government.
  • To encourage the training and education of journalists.
  • To establish and develop contacts with sim9islar organizations in Africa and in other parts of the world.
  • To take keen interest in the general advancement of the mass communication media.

MEMBERSHIP

Membership of the Guild shall be by application to the Standing Committee and shall be open to:
  • Editors of daily, weekly or monthly, newspapers, magazines published in Nigeria, and of radio and television, and news agencies.
  • Editors-In-Chief or persons occupying similar functional positions.
  • Provided that, in each case, the applicant should have been a working journalist for at least five years.

ASSOCIATE MEMBERS

  • Members who no longer qualify under “Membership” clauses 1 and 2 may be considered by the Standing Committee to become Associate Members.
  • Associate members shall be entitled to attend and vote at the Annual Conference of the Guild and shall be eligible for election to the Standing Committee but shall not hold any office of the Guild.

WHEN MEMBERSHIP SHALL CEASE

The membership of a person shall cease:
  • When he resigns his membership by writing to the General Secretary of the Guild.
  • When he ceases to hold office of Editor, etc, as defined under “Membership”.
  • When he is suspended or expelled by the Standing Committee in accordance with the provisions of the constitution.
DISCIPLINE

The Standing Committee may suspend or expel a member:
  • If the Committee is satisfied that the member is guilty of professional misconduct. If a member is guilty of any action which the Standing Committee determines to be detrimental to the interest of the Guild and its members.
  • The membership of a person shall lapse if he defaults in payment of his subscription for six consecutive months.
  • A member may appeal to the Annual Conference against his suspension or expulsion by notice given in writing to the General Secretary not later than four weeks before the date of the first conference after his suspension or expulsion. If the conference ratifies the expulsion, the person will not be entitled to re-apply for the membership of the Guild until five years after the date of the ratification of his expulsion.

SUBSCRIPTION

The enrolment fee shall be =N=5,000.00 and there shall be a yearly subscription of =N=15,000.00. An Associate Member shall pay an annual subscription of =N=100.00

ORGANS OF THE GUILD

The functional organs of the Guild shall be:
The Annual Conference
The Standing Committee

Such other committees as may be appointed either by the Annual Conference or by the Standing Committee

THE NATIONAL CONFERENCE

There shall be a national conference of the Guild every two years. The place and the time of each conference shall be determined by the Standing Committee as necessary.

The Conference shall:
  • Elect the officers of the Guild.
  • Elect the members of the Standing Committee.
  • Debate and pass resolutions on matters related to the Guild’s Aims and Objectives.
  • Consider the Audited Account of the Guild.
  • Receive Annual Reports from General Secretary and Address from the President.
  • Appoint the Guild’s Auditors from the ensuring year.
  • Consider such other matters as may be referred to by the Standing Committee:
  • Every Member and Associate Member of the Guild shall be ………………………….

An extra-ordinary session of the conference may be called:
  • By the President
  • By a resolution of the Standing Committee
  • On a requisition signed by at least 20 percent of the members of the Guild, including Associate Members.

NOTICE

Notice for an Annual Conference shall be given in writing by the General Secretary to all members of the Guild not les than 30 days before the date of the conference provided that an extra-ordinary session may be summoned at two weeks notice.
Motions and resolutions intended to be taken at an annual conference shall be filed with the General Secretary not later than four weeks before the date of the conference. Matters not duly notified may be taken at the conference if the President agrees

OFFICERS

The officers of the Guild shall be:
President, Deputy President
Three Vice Presidents, one for North, one for East and West, who shall function as Zonal coordinators
Secretary
Assistant Secretary
Treasurer
Social and Publicity Secretary.

ELECTIONS

A member seeking elections as President of the Guild must have been a member of the Standing Committee for at least one term.
Voting at an Annual Conference shall be by secret ballot. Officers shall hold office for a term of 2 years, but a person may be re-elected to the same or any other office.

STANDING COMMITTEE

There shall be a Standing Committee, which shall comprise the officers of the Guild, and 7 other members elected at a National Conference, including not more than three Associate Members. Vacancies in the Standing Committee may be filled by resolutions of the Committee.
The Standing Committee shall be meeting at least once every two months.

The functions of the Standing Committee are:
  • To carry on the ordinary business of the Guild in line with the resolutions of the National Conference.
  • To pursue the aims and objectives of the Guild within the limits of the mandate given to it by the National Conference.
  • To enquire into matters and complaints brought by members or by non-members concerning impediment to the exercise of press freedom or abuse of same, and shall adjudicate on such matters/complaints, at all times bearing in mind the aims and objectives of the Guild.
  • The committee may co-opt members when necessary, and may set up sub-Committees for the purpose of achieving the objectives of the Guild
  • Decisions of the Committee shall be by simple majority vote.

QUORUM

Five members shall form a quorum at any meeting of the Standing Committee and at the National Conference a third of the entire membership of the Conference.

DISSOLUTION

A motion or resolution for the dissolution of the Guild must be filed with the Secretary and circulated to all members not less than 21 days before the date of the National Conference at which the motion is to be taken. The Guild shall not be dissolved unless the motion is supported by seven-eights of the members of the Guild.

AMMENDMENTS TO THE CONSTITUTION

The constitution of the Guild shall not be amended, save by resolution passed by two-thirds majority of delegates attending an Annual Conference.
